To go battle the Elite Four (First one) you just have all 8 badges from Kanto. Head east from Old Bark Town and to north. You should enter victory road. After the cave, there will be the Elite Four.

Will's a Psychic trainer so bug and dark type pokemon will be most effective.

Xatu (Flying/Psychic)
Jynx (Ice/Psychic)
Exeggutor (Grass/Psychic)
Slowbro (Water/Psychic)
