After getting the Rainbow Feather from an old geezer in Pewter City you can access the Bell Tower where you will find HO-OH.

HO-OH's moveset:
Ancient Power (Rock)
Sacred Fire (Fire)
Safeguard (Support)
Punishment (Dark)

Use False Swipe to get its HP to the lowest. Otherwise it can be pretty hard to catch. Statues it so the catch rate goes up. (SLP/PAR Recommended) After that, just hope for the best.

I used about 40 Pokeballs and 13 attempts. I sucked.
