Steps for entering glitch city:
1. Attempt to enter Safari Zone and say yes. You'll automatically walk into Safari Zone.
2. Immediately attempt to leave. When asked whether you want to leave, say no. You'll automatically walk back into Safari Zone.
3. STAY WHERE YOU ARE. Save the game and reset.
4. Attempt to leave again. You'll notice the guard asking if you want to join the hunt. Say no and go through the south exit.
5. Travel to any area you desire to be glitched, by any means, without going back to Safari Zone. Possible areas include: Pallet Town, most land routes, sea routes, and some caves.
6. After 500 steps, the P.A. will sound and you'll find yourself back in the Safari Gatehouse.
7. Leave the gatehouse through the south exit and you're in glitch city!
