This guy is a paaaain. He always moves away from your row unless he's using his sonic or leech attacks, AND those two attacks are both considered step-attack (like most of ProtoMan's attacks) so multi-hit attacks like Tornado can't hurt him much during his attacks. The only ways you can hit him with Tornado is to either paralyze, move with him at the exact same frame (what I did here), or while he's summoning his bats, which you must deal enough damage to delete him or you get hit by the bats.
