The minimum damage that can possibly be dealt to the target before type effectiveness is applied in the damage calculation is 2 damage (3 damage if STAB). If the target is 4x resistant to the attack used, damage dealt will be 4 times smaller than usual, and thus, 2 or 3 will become 0 (*). A move that deals 0 damage is made to miss, as if the target was immune.

(*) Floor (2/4) = Floor (3/4) = 0
