In Pokemon Red and Pokemon Blue, Glitch Pokemon 0xEA (also known as 'A') takes its learnset and evolution data from the VRAM (Video RAM); more specifically, from address 0x8124. Video RAM data makes up the graphics shown in the screen and constantly varies, and leads Glitch Pokemon 0xEA to feature a different learnset depening on whether it's leveled up via battling or via Rare Candy.

In particular, 0xEA learns no moves if it's leveled up in battle, but learns a few moves if leveled up via Rare Candy:

Unfortunately, 0xEA can't evolve either way.

Glitch Pokemon 0xEA shares its index number with Glitch Trainer Brock, so it cannot be found via the Old Man Glitch. It can be traded from GSC by exploiting the Johto Guard Glitch. Its capture flag corresponds to Magneton's seen flag.
