One of my goals was BLIGHTWELL Amulet + Permanent VAAL DISCIPLINE for 400% increased ES recharge rate + permanent recharge. Recharge is 20% of ES per second by default, so 400% increased would be 100% ES per second recovered. I also have regen and recharge rate on tree, making the recovery over 100%.
The Shackles gloves + kaoms boots + self-temp chains + max curse effect enables the duration of all buffs and flasks to extend 3.73 times. I currently have 123% increased curse effect (4% jewel, 40% tree, 25% ascendancy, 14% shield, 30% helm enchant, 10% curse on hit). I had to max out on curse effect to make this build work.
Vaal RF is usually only 4 seconds long, but mine lasts 36 seconds. And Vaal discipline lasts 27 seconds.
Usually, increasing duration of Vaal skills will increase the soul gain prevention duration, which makes the skill increasingly less permanent. Therefore, increasing duration is usually not recommended. However, because of the self-temp chains on this build, increasing duration actually increases the non-soul gain prevention time.
The Soul Catcher flask makes it easier to keep using Vaal RF and Vaal Discipline. However, you cannot gain mana during its effect, which is why I have reduced mana rings and flask.
The curse effect shield is pretty rare. It only drops in delve. But Jun can craft up to 10% curse effect on the shield.
Blade vortex procs Ele Equilibrium, Ele Overload, temp chains, self-temp chains, and enfeeble. And it lasts like 40 seconds. It's pretty good.
The mana flask is unnecessary right now but will be necessary if I level the scorching ray to 19+. Another option is a lavianga flask. The writhing jar is useful for when the temp chains runs out in the middle of nowhere. If I cannot find enemies, I cannot self-temp chains and the build fails. (Self-temp chains should never run out if I am paying attention, but I sometimes forget)
To improve the build, I'd include a mana as ES watcher's eye for a huge ES boost.

I had to change my setup so Im more defensive. I used taste of hate purely for the defense. I also got some chaos res on my really nice new belt. Shakari pantheon for more chaos defense. Also took the 2 mana/flask nodes on the tree to prevent mana and flask from running out. I also decided that awakened melee splash is much nicer than awakened ancestral call.
I mainly just did beyond + sextanted various T16 maps to level. I did Alvas and Juns too. Did some Pure Breaches if I got any. Crusader maps were really dangerous because I got my mana removed, and I often could not attack. Sirus is also dangerous obviously. So I ended up avoiding killing Sirus. Also, getting a really strict loot filter was super important. I also died once to a nemesis monsters drop 3 currency sextants because too many things were dropping and I got distracted. I ended up avoiding those too.
Pure Chayula Breaches gave me the most exp/hr, about 95mil/hr from 99 to100, but were obviously very expensive. The T16s I was running gave me about 27mil/hr. I got about 45mil/hr for the same maps going from 98 to 99. I think from 99 to 100 took about twice the time as 98 to 99. The unique watchstones like the ones that give +1 monster level gave good exp, but they made the maps too rippy plus they were expensive.

I get permanent immortal call using 1) the trigger craft mod on weapons, 2) Juggernauts ability to gain endurance charges when hit, and 3) gluttony belt. My immortal call lasts 4.5 seconds with 6 endurance charges. The cooldown on immortal call is 4 seconds. This means I am always immune to phys damage when I am using movement skills.
I use Flicker strike as my main skill because this is a movement skill and it triggers the gluttony belt. Red trail boots + golden rule jewel lets me have permanent flicker, but it exposes me to dangerous bleeding. However, bleeding is phys damage, so I take none of it. (I still keep bleeding though, but I dont take damage)
Abyssus helm is a super DPS helm, but it comes with a big drawback of 40-50% increased phys damage taken. However, Im immune to phys damage, so it doesnt matter.
I scale phys damage, and I convert 99% of it to cold. I do this for safety reasons, so the bleed I reflect on myself isnt too strong. This lowers the chance that I accidentally die, which has happened before. Ive only died when Im not paying attention. This is why I wouldnt recommend the build for HC, because rare accidents happen in this build. (very rare tho)
4.7k life isnt much, but I feel very tanky. Im surprised how much of the damage in this game is phys. Even enemies that deal some ele or chaos damage seem to be often dealing a lot of phys damage.
The paradoxica swords are very low-DPS, but they deal double damage. Its basically like having an additional 100% more damage support gem on all your melee skills. Its important to get added phys to scale the damage in this build.
Pantheon:
lunaris + yugul because have been hit recently always applies to me, and these give ele damage defense.
Bandits: 2 passives or alira
ALTERNATIVE BUILDS:
The idea can be translated into any other movement melee build very easily (consecrated path, cyclone, charged dash). You wouldnt need the red trail boots/golden rule, and you wont need to worry about any ele conversions. It makes the build a lot more simple. You just need abyssus (1c), gluttony (1c), and paradoxica swords (about 10c and up).

Usually, autobombers use both herald of ice and thunder. But this is inefficient because you need both lightning and cold damage. I tried a way to make it work with only Herald of Thunder, so I can use my 6 link for a single target skill. This is just a proof of concept.
With the storms gift gloves and inpulsa chest, the 1st enemy I kill will spread the shock, and the 2nd enemy I kill will explode. So I need to kill 2 enemies per giant explosion.
When min-maxing, 3% phys explode crusader chest is the better option, but inpulsa is much cheaper, and the explosion damage is easier to scale. Storms gift gloves allow Herald of Thunder to keep refreshing the duration because I keep killing shocked enemies. If I were to use a crusader chest without storms gift, I need to make sure that the explosions deal some lightning damage, and that it shocks enemies occasionally. Ive tested this and it works nicely, but the minimum cost is roughly 2ex for inpulsa build, 15ex for crusader build.
