The pipe cowl is a solder ring fitting that can be used to easily terminate the end of a pressure relief pipe from a boiler or similar. Normally the relief pipe from a boiler is directed towards the wall of the property either using elbows and pipe or a bent piece of pipe, obviously this does not look great! The pipe cowl makes the job look much neater and more professional. Pipe cowls are available in 15mm and 22mm sizes from all good plumbers merchants. Some people know these as blow off pipe safety cowls.
