This is a good filter compared to some of the abominations I've featured in this series. The fact that you can upgrade the cartridges to suit the stocking situation is great.

As long as you avoid using damaging water conditioners which starve the bacteria in the system by messing with the ammonia, nitrite and nitrate (e.g. Prime) there is no reason why you shouldn't be able to achieve a full cycle (0-5ppm nitrate) when your filter is properly sized and set up well with suitable filter media.
