Track Two Diplomacy has been around for 60 years. For much of that time, it has been primarily defined as small, discreet dialogues involving influential, but unofficial participants. But there have been voices who argued that the emphasis on elites leads to processes which marginalise important voices and concerns and results in peace agreements which are not representative of broader societies. In the past decade, these concerns have become an important issue for the field; the issue of how to include civil society and other actors in unofficial peacemaking.
In this second event of DUCIGS/Rethinking Diplomacy Program's Multi-stakeholder Framework Series, Professor Peter Jones will examine what is sometimes known as the "inclusion agenda" and ask where it is taking the field of Track Two. Ambassador W. Robert Pearson will moderate the discussion.
Peter Jones is an Associate Professor in the Graduate School of Public and International Affairs at the University of Ottawa. He is also Executive Director of The Ottawa Dialogue, a University-based organisation that runs Track 1.5 and Track Two dialogues around the world. Prior to joining academe, he spent 14 years in the Canadian Public Service, including 7 years working for the National Security Advisor to the Prime Minister in the Privy Council Office (the Prime Ministers’ Department) and 7 years in the Department of Foreign Affairs. Peter holds a Ph.D. in War Studies from King's College, London and an MA in War Studies from the Royal Military College of Canada. He is the author of Track Two Diplomacy: In Theory and Practice, (Stanford University Press) and numerous journal articles and book chapters on the subject.
