What you need in order to get this is to have Bobbery and be done with Chapter 6, its the only way you can get this. All you have to do is talk to Merlon, and he will tell you where you have to go. Its in hooktails castle past the room with the black, 'cursed' chest. With the ultra stone you can upgrade your party members a 2nd time!
