The Army and Navy of Imperial Japan were very rarely in agreement with how anything about the war ought to be conducted. They squabbled over resources, often doubled up on efforts without realizing, and even when they tried to work together it was without adequate training or preparation for the task ahead. The Navy had long carried its own shipboard infantry - the Special Naval Landing Force - who would be the spearpoint of large scale military action. As an emergent naval power, where Japanese ships went, victory was sure to follow - it was the shore parties of the SNLF that were meant to seize and secure it on the ground.
