Due to construction in the East River Tunnels, Empire Service trains are sometimes dispatched with a locomotive on each end. With a shortage of serviceable P32 dual modes, this leads to diesel only P42s being used, typically as cab cars, but occasionally under power as is the case here as P42 #128 leads Amtrak 281 en route to Niagara Falls. The trailing P32 is in electric mode but in the process of starting up its prime move and changing over to diesel for the run across New York State.
