On January 28, 1963, a groundbreaking ceremony was heldin the Industrial Area at what is now Kennedy Space Center to begin construction of the Operations and Checkout Building. The O&C was the first building constructed in the Industrial Area.

This silent film shows the groundbreaking, attended by Wernher von Braun and Kurt Debus (among others), then construction throughout 1963.
