The hint indicates that the fortress tiles on the mountain tops are connected to somewhere. So in order to use these tunnels, simply lunge in with Emily. I feel like not using the tunnels is much better, since you can just take the enemy out and move on, the map isn't that big, while nothing is rushing you anyway.
Also, not knowing where Emily will end up appearing is another reason not to use it, as she would have to face a bunch of enemies on her own afterwards if your units didn't manage to catch up.
