A month after the crash, the NTSB released its preliminary report. Aberdeen Mayor Travis Schaunaman was piloting a Para-Ski VX near Westport, South Dakota, with his son Emerson, 8, on his lap and daughter Isabella, 10, in the rear seat. Emerson died at the scene. Investigators say the aircraft was not a legal ultralight and the mayor held only a drone certificate. Brown County says the case is still under investigation.
