Millard Fillmore became the second vice-president to ascend the presidency when, in the tradition of all elected Whig presidents, Zachary Taylor died in office. While in office, Millard Fillmore gave orders to Commodore Matthew C. Perry to sail to Japan and open its ports to foreign trade. Most notably, President Fillmore signed the Compromise of 1850 which admitted California into the Union as a free state, opened Western territories to popular sovereignty, abolished the slave trade in Washington, D.C., and allowed for a strict and cruel Fugitive Slave Act. Fillmore, the last of the Whig presidents, is the last president not to be associated with the Democratic or Republican parties.
