As of 2019, Steam is no longer supported on Windows XP. Here’s how to make it work. (Works on XP x86 and x64 along with Vista x86 and x64)

Note: starting approximately 6 June 2020 some people have reported problems. I have tried, but i cannot replicate this. There are reports from others that it is still working, and some were able to fix it by installing a new copy to a new folder.
