Not satisfied with the way I could see driving at night, I switched out the plastic headlight lens covers, as an interim alternative, to switching to LED. I also think that in the long run the lenses were cheaper than the complicated LED bulb and ballast setup that would need to be retrofitted.
I can try the new lenses for now, and if I find I still need it brighter, always address the possibility of installing LED's later.
The other advantage is that the lens replacements for Crown Victorias are much less expensive than for some other cars. Otherwise, the bulbs might have been a better alternative.
