New California bills raise DUI penalties and fines after deadly incidents  @ABC10

California lawmakers passed bills that would increase penalties for repeat DUI-related offenses, including cases involving serious injury or death, while also increasing hit-and-run penalties. The legislation would expand the Watson warning to certain dismissed or reduced DUI cases. Another bill, prompted by last year's Esparto fireworks explosion, would tighten fireworks licensing, increase fines and require annual inspections of fireworks locations.
