Nepal is facing one of its worst natural disasters in recent years. As rescue teams continue searching through mud, debris and collapsed infrastructure, an unusual question has emerged: Why has Nepal declined offers from countries including India, China, the United States, the United Kingdom, Japan and South Korea to send search-and-rescue teams?
