To make the batter, mix all-purpose flour, rice flour, salt, baking soda, and cumin seeds together. Add yogurt and mix well, then add water to make a thick batter. Incorporate finely chopped ginger, green chili, and cilantro into the batter and let it sit for 15-20 minutes to become light and fluffy. Heat oil on medium heat in a frying pan with about 1 inch of oil. Test the oil by dropping a little batter in; it should sizzle and rise without changing color immediately. Drop about 2 tablespoons of batter into the oil using your fingers, frying in small batches until the bondas are golden-brown all around, which should take about 3-4 minutes. The Mysore bondas should be crispy on the outside and soft inside. Serve with coconut chutney for the best experience.
