This is an AU. Scamp and Angel are siblings and Buster's children. Jenna takes then away (it's necessary) and takes then to her family: Balto, so that they could have better parents. Steele kills Balto and takes Jenna away. Angel fights with her brother because she can't handle it anymore, and when Scamp goes in search for her the dog catcher gets him. Angel runs away.
