Phase 1: Weak to Fire Storm, fastest strat was to go under the machine and damage him with the shield.
Phase 2: One electric storm and abuse the heck out of the pause glitch. Whenever you pause in Mega Man 1, the enemy's invincibility frames will reset when you unpause. However, you don't want to unpause too soon or else the enemy will still have its invincibility frames.
