If you Epona hover onto some solid ground and then get on Epona then the game will assume ground and you'll be able to use hookshot
This mostly the same as OoT as you may be able to tell but link doesn't get launched when you get off epona and move over to the hook spot like he does in OoT.
You can launch him tho if you hookshot a spot you're already next to and then get off, which I show in this video.
