It's a simple idea on paper. Now that the Crusaders have their cutie marks in understanding cutie marks, they can do the same thing they did with the Bearers of Harmony, just with the rest of town. It'll give them a better understanding of possible clients.. and hopefully keep Apple Bloom from trying to make a cutie mark problem the next time she goes stir-crazy.
The complications come in when they have to deal with a mare who, to put it lightly, has a complicated history with marks...
