Just follow the steps as pictured.
You need to craft half-blocks which require three cobblestone blocks on the bottom three squares of the 3x3 crafting table. Every three cobblestone blocks produces four half-blocks. They can be used as steps.
This trick can be helpful in cramped, low-light areas, plus it's fun to trick the system since you're normally not allowed to place torches on chests.
