This is HUD 07, one of the bundled templates available through the wizard interface in ZGameEditor Visualization plugin for FLStudio. The light-colored, hud-based design features a ton of flat UI elements moving with the rhythm of the music.

The tune is "Micro" by ELPHNT, a free minimalist house track available for free through YouTube Audio Library.
