After Snake had "defeated" the Cyborg Ninja, who turned out to be Gray Fox, Snake finally got to have a talk with the man he was searching for.
The engineer behind Metal Gear REX: Dr. Hal Emmerich.
Apparently, however, he didn't know that it was not being used for more destructive purposes other than shooting down nuclear missiles. Much to Snake's anger, Hal didn't know that REX was being transformed into a nuclear weapon, itself. The planned weapons Hal was aware of were of a vulcan cannon, a laser, and a railgun, but then he learned from Snake that it was actually meant to carry nuclear missiles this whole time.
Besides himself, Hal collaborated with Baker's ArmsTech and the Rivermore National Labs. This collaboration happened because Rivermore need actual launch data to test a nuclear weapon they first started work on.
Hal's family lineage seems to be cursed when it comes to interacting with nuclear weapons. His grandfather was a part of the Manhattan Project, while his father was born on the day Hiroshima got destroyed by a nuclear bomb in Japan.
Hal never intended his love for science to be used in such a horrible way...

Metal Gear REX is currently being held in an underground maintenance base north of the island's Communications Tower. The emergency override system was also there, too. Snake needed to head there, next and team up with Meryl for the detonation codes.
If this plan doesn't work, then the three will have to figure out how to just destroy Metal Gear REX, itself.
Hal wanted to show Snake the way to that base, but he hurt his ankle. Snake just wanted him to hide, and thankfully Hal can do that with his own stealth camouflage.
Snake tried to call Meryl to confirm that Hal was okay, but then she was spotted by nearby soldier as her disguise was off while she talking to Snake.
Also... a very strange tune was playing during that talk. Even Hal heard of it.
Hal does recall seeing Meryl in disguise, INCLUDING the way she shakes her butt as she walks... Hmmm...
Meryl is presently in the Storage Building 1st Floor Basement. Hal then gives Snake a newer Security Card. Level 4.
And then... when it looks like Hal is about to succumb in the same way the DARPA Chief and President Baker did...!
...Nothing happened.
Snake was shaken from those immediate deaths and just wanted to make sure Hal wasn't gonna die on him like that, too.

Hal preferred to instead be called "Otacon". It short for "Otaku Convention". He's a big anime (or "Japanimation") fan.
His love for anime, combined with Japan being the first country to create bipedal robots, were actually why Otacon got into studying robotics to begin with.
However, he never expected his love for mecha anime to lead him to make a potential weapon of mass destruction, though he does realize that such studies of this class have often been motivated by a desire for war...
Otacon wants to help Snake out with the mission against REX, and shut down his own project. His Frequency is 141.12. He then left his lab in stealth camouflage.
(I don’t think he ever changed his pants after peeing in them, by the way…)
