So, for those of you who don't know, when you're air-dashing you can shoot one of the two pink charged shots and the game will think that you're on the ground. This allows you to do another jump mid-air and also allows you to do a second and third air dash.
However, the execution of this is somewhat complicated. When you do the first one, you do what's called a "release Neon". What this means is that you do an air-dash, then release the first shot of a pink charge, and immediately hit the jump button. To me, this was the harder of the two. I cannot speak for everyone, but I literally just figured out what my issue was. I was jumping in the air to do the air-dash and not immediately letting go of the jump button completely. You have to make sure that all of the actions you take are extremely deliberate. I also recommend putting your thumb on the very edge of the Y Button and sliding it over to the B Button for the release Neon (assuming default controls).
To me, the second jump, or "press Neon", is much easier. After doing the first jump (you can also do a single Neon using this method, just make sure you waste the first shot and X is flashing and able to shoot a charged shot if you hit the Fire Button), do another air-dash and then hit Y and B at the same time.
Also, if you're playing with default controls, I recommend doing a double-tap dash for the air-dashes (double-tapping the direction on the d-pad). Using claw (hitting the A Button with your pointer finger on your right hand) is NOT recommended for this trick. I use claw for everything else but cannot do this.
Hope this helps. If it doesn't, nvmlulz has a very detailed video describing how to do a Double Neon, complete with a video showing what his hands are doing. Here's a link: youtube.com/watch?v=FgfYYV4brbs
