So for a while, I didn't understand how to skip this second turtle here.
For the first, one, you just need to be careful to not make the screen scroll up until you're actually going up the ladder here. Then once you reach the top, you quickly dash jump to the left twice. If done right, the first turtle won't shoot missiles.
Then, for the second turtle skip, your next jumps and movement are very important. You want to dash jump after getting up the ladder and land towards the end of that platform. Then dash jump as high as you can up the ladder.
Once you're up that ladder, you dash jump near the end of the platform near the second turtle, then dash jump again and go as high up the ladder as possible. If you do it quick enough, you'll get between the two missiles that turtle shoots and will not get hit.
