This ledge is normally accessed later during a short sequence where you fly the banshee over and the cutscene activates. With a sentinel ride and a couple jumps I was able to get up there and discovered that the room is loaded early and possibly more of the station as well. This would be very cool to BAW in, totally possible in co-op even without a checkpoint because of all the crazy skulls we have to use. Expect this to be done in the future!
