This mission should be unlocked on the Citadel in Mass Effect after you start the other side mission known as Citadel: Rita's Sister. The next time you head to the Flux nightclub in the Upper Wards a scene will occur and you can then speak with Schell who should be standing at the bottom of the stairs.
I played this as a Paragonso handed the device to Doran but I suspect those of you playing Renegade can probably use it and then hand it back to Schell.
