This mission can be started after you complete either Find Liara T'Soni or Noveria: Matriarch Benezia or Feros: The Thorian.

When you return to the Citadel, the moment you leave the Normandy you will be met by Rear Admiral Mikhailovich and the assignment will start.

In order to complete the mission using charm like me you need 9 charm points. Or if you have 9 intimidate points you can go the opposite way.
