This mission can be started if you have previously completed Citadel: Reporter's Request and have also completed either Find Liara T'Soni or Noveria: Matriarch Benezia or Feros: The Thorian.
After completing the requirements above, head to Citadel Tower on the Presidium, and you'll find Emily Wong waiting at the bottom of the stairs up to the Council Chambers.
I actually didn't do the mission and used my charm points instead to refuse. What you do is your own choice but if you want to complete it like me you need 4 charm points. Or I think you can used 5 intimidate point to avoid it in Renegade mode.
