This mission can be started in several ways but I unlocked it just by traveling to the Century System, in Hawking Eta which resulted in a message from Admiral Hackett giving me some orders.

I completed the mission without fighting using my charm points (7 points needed as a minimum). There is clearly several ways though to complete this mission.
