This mission can be started after you complete either Find Liara T'Soni or Noveria: Matriarch Benezia or Feros: The Thorian.

When you return to the Citadel, Rebekah Petrovsky and Michael Petrovsky are standing next to the Rapid Transit stop outside Barla Von's office and you can interrupt their discussion.

In order to complete the mission using charm like me you need 3 charm points. Or if you have 3 intimidate points you can go the opposite way.
