How to make XFCE look modern and beautiful?

Install some themes from the repositories:
arc-theme
moka-icon-theme
numix-gtk-theme
numix-icon-theme
Also install lightdm-gtk-greeter-settings to configure the theme of the login display.

Find some themes at xfce-look.org:
La Capitaine xfce-look.org/p/1148695
Flat Remix xfce-look.org/p/1012430
Paper Icons xfce-look.org/p/1099618
axiom xfce-look.org/p/1016679

Extract the themes and icons to ~/.themes and ~/.icons respectively.
Or install .deb packages with
sudo dpkg -i *.deb

Go to the settings and select the theme and icons you like the most.
