Part of a new series of things that were taken away from Mafia II. In early builds of the game, they planned to have the option of being able to buy cars from a dealership in the game. The dealership has its own interior (which saw very limited use in the Carcyclopedia menu), and game files show prices for all the cars in the game and prompts related to the menus that would be used to buy cars. The excuse they give is that you can steal any car you want in the game, but this is a phony excuse! They ran out of time to work on the game and ended up stripping away anything not relevant to the story that was unfinished and added to the development time.
