Tropical storm Francine could become a hurricane later today and make landfall tomorrow along the Gulf Coast. Forecasters are warning of heavy rain, wind, and life-threatening storm surge along the Louisiana and Texas coasts. Louisiana has also declared a state of emergency due to the storm threat. 

Scripps News Senior Meteorologist Scott Withers is in Lafayette, Louisiana, tracking the storm and preparations there.
