I hit a momentary snag but realized it was with the generation of the trash when you collide with the litterbug too many times. After fixing that if your bar maxes out he trashes the park and you have to pick up the garbage before the Karen gets to the bottom. If you collide there will be about 30 trash. If he litters about 20 trash with no collide the Karen will show up.
Still working out the details but it cycles nicely.
