It takes 25 frames to complete ledge drop wall jump Fair. As the opponent has thirty frames of stun post-trump, this means you have to trump towards the very start of the ledge grab. In this specific scenario I didn't quite get it but yeah you get the idea. The Up B afterwards obviously isn't guaranteed but it is fairly difficult for your opponent to avoid.
Ledge drop wall jump input is left for about five frames then right for about five frames then wall jump Frame 10 (assuming facing right).
