Track Mattes are awesome and super useful, the problem is that often times you end up needing to mask multiple layers with the same matte. This means you have to copying your matte for every layer, and then anytime you make a change to your matte, you have to make sure you copy those changes to all the other mattes.
Set matte is an effect that simplifies all of this. You just apply the effect to the layers you want to mask and then point them all to ONE layer! Then any changes you want to make to that matte will affect all the layers! It's a miracle.
