For the first spring jump you can buffer the jump by holding the jump button. There are two possible positions for the ripper you freeze. It isn't shown in this video, but if he is farther to the right when you freeze him you'll need to screw attack both enemies. Either pattern should be 50/50.
If someone finds faster platforming or a way to make this even faster let me know.
Note: This is faster only if you want to pick up the missile late without picking it up during your shinespark chain for the super missile. It is about as fast as the other route otherwise.
