Laser cleaning makes good use of laser ablation. Every material has a specific ablation threshold. As long as the intensity transferred to the targeted surface is below the ablation threshold, nothing much happens.
When the ablation threshold is reached, the metal heats up rapidly, it will reach its melting point, its boiling point and it might even get vaporized.
It so happens, that most contaminants ablation is well below that of most metals. So you can easily set your laser parameters so that the intensity at the targeted material's surface is well above the ablation threshold of rust, dirt, grease or oil but still well below that of the substrate.
