Upon downgrading from iTunes 12 to iTunes 10.7, my optical drive ceased working and even appeared as though it were physically disconnected from my PC--it didn't even show up under My Computer!
After some troubleshooting, it was discovered that somewhere during the downgrade process, iTunes corrupted certain files in the registry necessary for the optical drive to work correctly. This was evident when viewing the optical drive's information under device manager, where the error "Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged" was displayed.
Certain steps needed to be followed to remedy that; those steps are detailed in this video
