The Shogun, Tokugawa Yoshinobu, is in a very tough spot. On one hand the Imperial Reformists have made secret plans with members of the Imperial Court to perform a coup on the Shogun's government, and on the other the Tosa Daimyo, Yamanouchi Toyoshige presses him to return all political authority back to the Emperor. Is there a path for the Shogun at this time?
