The Kiheitai were a volunteer militia formed by the Choshu samurai Takasugi Shinsaku, in Shimonoseki. Under his direction the Kiheitai would be given modern weapons, and trained in western tactics. This made them super effective. Especialy when fighting against the Tokugawa Shogunates troops, who didnt have the same weaponry or training at this time.
Because of this the Kiheitai were really Japan's First Modern Soldiers.
