But the truth is, when you have technology that can do personalized behavior modification at this level of power, in ways that can damage both citizens and government systems, it is crucial that there exists some governance over what this technology can optimize for.

If we can't protect the country in this way, we will continue to have companies drive public health hazards, social breakdown, and governance breakdown overall.
