Many speedruns use the Japanese or other countries' versions of their game to go faster. Would this be faster in GTAV or not, and why?

This is based off a question posed by looking at the region specific changes made to the Japanese Version of Grand Theft Auto V. We'll take a look at how some speedruns are faster using language or region specific changes, and compare those strats to how they might work in GTAV.
